Two entrepreneurial women, Regina Nobles, involved with Dallas City Homes, a nationally recognized non-profit community development corporation, and Gwen Moore , a community volunteer, realized that low-income women could successfully rely upon self-employment as a means of elevating themselves out of economic hardship, were they not excluded from formal credit markets.
In 1997 they launched a pilot micro-credit program. In 1998 the program’s success led to a partnership with the Grameen Foundation USA (GF-USA) that brought to the PLAN Fund over 25 years of micro-credit experience of the Grameen Bank of Bangladesh along with the experiences of other successful U.S. based micro-lenders. From 1997 to 1999, the pilot program awarded 50+ loans. In 1999, The PLAN Fund became an incubator of GF-USA.
In January 2004, the PLAN Fund was successfully established as an independent 501(c)(3) organization.
